Panel hears Neutral Bay heritage listing bid for Bydown Street cottages

The panel has heard a planning proposal to include heritage listings on the map and Schedule 5 of the LEP for 27 to 37 Bydown Street, Neutral Bay. The hearing came as objectors told the panel that referring the proposal to the Department for gateway determination would be premature.

Christie told the panel an appeal over an interim heritage order is listed for hearing on Thursday and Friday of the following week.

Christie also said a letter from Mills Oakley submitted on Monday had been received by the panel. She told the panel the proposal should not proceed to a gateway determination while the appeal is pending.

Richard McKay argued the cottages do not meet the threshold for local heritage listing. He said council's own supporting document draws attention to no less than 40 items already listed in Schedule 5 of the LEP.

McKay said the guidelines require a place to be a particularly fine, intact, clear or pivotal example, and that this had not been demonstrated for the cottages. He said their values did not meet the threshold for local heritage listing under a rigorous application of the guidelines.

No questions were asked of either speaker. The panel closed item two and the public session of the meeting.

Item three, for 41-53 Grosvenor Street, Neutral Bay, was listed on the agenda but was not covered in the available transcript.
